Who we are
Innovating Governance is a policy research and advisory initiative dedicated to advancing human-centred digital governance.
Our mission is to help governments and institutions design data-driven, rights-based and culturally sensitive digital policies that can withstand the challenges of a rapidly evolving information environment.
The Innovating Governance Association focuses on advancing knowledge and practice around system-wide transformations and major societal transitions that foster resilience and sustainability. Our work seeks to deepen understanding of how complex social, economic, and environmental systems interact, and to enhance the capacity to address the challenges that arise within them. Through the lens of transformative governance, we explore ways to design incentives, frameworks, and methodological tools that balance efficiency with flexibility, and predictability with adaptability—thereby supporting both deliberate and emergent forms of transition. Our research recognizes the intricate interdependencies across sectors and values, and places particular emphasis on nexus issues and the management of uncertainty within diverse social contexts.
What we do
We develop practical frameworks and decision-support tools for:
• Combating online misinformation and information disorder
• Strengthening national digital policy ecosystems
• Building capacity for evidence-based decision making
• Promoting cultural awareness and civic participation in digital spaces
Our interdisciplinary team works across research, policy, and practice — combining insights from technology, governance, and behavioural science to create solutions that are both strategic and implementable
Our approach
1. Evidence-driven – grounded in empirical research and policy evaluation
2. Collaborative – built with institutions, not for them
3. Adaptive – designed to fit specific cultural and institutional contexts
Our Impact
• Strengthened capacity for digital policy implementation
• Improved coordination between government, media and civil society
• Policy frameworks and pilots tested in diverse contexts
• Knowledge resources contributing to European and global policy dialogues
